Call Barring Except Specific Numbers and 911 1

Need to program multiple sets so that they are not capable of dialing out, except for 3 numbers which will be programmed onto buttons and 911.

Can someone provide some insight on how to do that?

Been setting up user rights, so it can apply to multiple extensions.
Changed dial out code to 8 so it doesn't interfere with 9 when starting to dial 911.

Modified the ARS to add the numbers on the buttons, but I think that's where my issue is.
I keep getting "incompatible" no matter what number I press (i.e. 9 to start dialing 911), except 5 which is what my extensions start with.

Also, is there a quicker way for the system to dial a number from a button? It seems to pause for a long time.

That is the long way home but it will work.
Talking about work i always take the least amount of work to do so:
Enable outgoing call bar in the user profile and add the numbers allowed to be dialled in the user shortcodes as "Dial Emergency

911 and number like that should be programmed with Dial emergency! This will always ignore anything that blocks dialing.

Regardless of the call barring your trying to apply for some users, 911 and 9911 should already be present as Dial Emergency short codes for ALL user on the system.

Stuck in a never ending cycle of file copying.

Alright, I've decided to use the method "intrigrant" suggested.
Edited the user rights to bar outgoing and then added the numbers to the shortcode list.

I was having an issue with the "incompatible" message as soon as I pressed 9. It wouldn't let me dial beyond that.
Once I deleted the ARS I had added and did it the new way instead, it seems to be cleared up.
