C11 and Cisco router via T1 isdn problem

Hello!
We have to make connection with this equipment via T1 card.
From Cisco we have no problem, but From Meridian side...
I see this PBX first time, and a don't no, how to make route call from Meridain to Cisco.
The cisco expect 5 or 4 digits, and I don't no how to make it in C11.
If I understood, i have to meke some route, but i don't no how.
Could someone exsplain me, how to do this?

Ps. on 26 April I'm arriving to Taipei from Poland, and this pbx is there.

Sorry for not to much information, just now i correct myself:)

Cisco router => Pbx
This is depend of dialing plan, but i thing the dialig plan will be from 3 to 4 digits eg, 100-499 or 2000- 4999.
router sending 3 or 4 digits, in unknown ISDN plan.
Router could be master or slave clock.
PBX => router
Router expect 5, 4, or 3 digits, depend of dialing destination number
eg.
01-xxx where 01 country prefix, xxx, internal number
02-xxx
04-xx
05-xxx
...
question:
How to make routing, dial plan to t1 card?
In the best way, user have to dial prefix to T1 card, eg."78" and dial destination number.
Better will be if user could dial only destination number, PBX must be add or repeat country prefix.
eg user => "01 333" where 01-prefix to T1, PBX adding 01 and sending to router "01333".
