Bypass Logon Screen

We have just completed switching from a Novell Server to a Windows 2000 Server. In Novell, if a user was not connected to the network the computer would bypass the network logon screen. Is there a way to do this same thing with Windows 2000? If so, how?

No real way to do it if the clients are running W2K pro or I would assume XP pro. The user must logon either to the domain or locally.You can have the W2K pro/XP pro machine set to logon locally automatically, this entails setting up a users account and password and then having the machine automatically use that user and password to logon locally.This however wont give the user a choice of logging onto the domain.This also will be lost if the user hits CTRL+ALT+DEL and selects logoff so they can logon to the domain.They can have it continue to logon automatically by holding the shift key down while selecting logoff.The first time they forget the shift and logoff the auto logon is gone.
This also entails having each user having a local account setup on each machine.
 
I'm more concerned about Win 95/98 machines logging on to a Windows 2000 server. The wording of my original questions might have been a little confusing.
 
Then it should work the same as before, if the user hits escape or cancel they should get to their regular desktop.

Tweak UI has an option to automatically logon which works for W98 to locally logon.
