Bulk Mail Question

We want to send email to various mailing lists consisting of 3000+ addresses. Obviously Cold Fusion is not the way to go. Also our host does not supply SMTP service. Does anyone know of a "bulk mailer" package that can run from the website by passing it the addresses, subject and body content programatically?? (probably via a form)??

I have heard that CFMAIL has improved substantially and it can handle the load you require.
