Bulk add partition to each CSS

Hi there.

Is there any way to add partition at the top of each CSS I have defined ?

In UCM 6.x and 7.x, yes you can. Export the CSSes and Partitions under Bulk Admin > Import/Export. Open the .tar files and add them in the appropriate places, and re-upload.
