Built-in pop-up blocker in Windows XP?

Is there any sort of built-in pop-up blocker built into Windows XP (either Home or Pro)? We have a patron that can't access all of our website's content properly because much of the content is available by automatically opening new windows (which most pop-up blockers don't allow, even for valid reasons).

I've worked with XP for over 6 months now and haven't found such a service, but I know MS likes to hide things like this.
 
XP does not have a native pop-up blocker.

Almost all pop-up blockers will allow a trusted or white list on a site-by-site basis. Specify your site in such a list and your web site will not be blocked.

I caution that some Web Browsers offer built-in pop-ups, Opera is an example. You would need to configure them to allow pop-ups on your site if appropriate.
