Building a page useing a database

I'm not sure if this is the right forum for this question and if not maybe someone can point me in the right direction.

My company would like to add some pages to it's website that can be maintained through a database by someone who knows little about web development. What they want is to be able to populate a table with database fields. An example would be an employee of the week page that can be built by adding a photo "jims_mug.jpg" to a "photo" field and adding copy "jims_bio" to a "bio" field so that the page would be built to display "jims_mug" along side of Jims bio. They want to then be able to edit and upload the database (probably Access) + images that would change the employee of the week page.

I want to know where to best start researching how to accomplish this.
