Probably, though maybe not under that name.
If you could (briefly) describe what the photoshop brush pallette is, members of this forum who are familiar with PSP but not PS (which is most of them, I suspect) may be able to answer your question.

Oh, well does it have a palette similar to the one in photoshop with has Spacing and Scatter and Dual Brushes, etc..
