Browsing Control Panel

My computer seems to be very slow when browsing through the Control Panel.

At home, the page loads realy quickly and when you click a catagory, it brings the next page up instantly.

But at work, it take about 5 seconds to load and about 5 seconds when clicking a catagory.

When checking the task manager, it seems 'services.exe' and 'explorer.exe' take up 100% of the CPU between them when selecting a catagory, then returns to normal.

CPU: 3ghz Celeron D
RAM: 512mb
HD: 60gb
 
Have you made any changes to the PC recently? Also, any viruses/malware infections?

It's a new box. Recently installed Anti-virus and other programs.

No Virus infection.
 
What is it like from Safe Mode, or from Normal Mode but as a different user?
