Borders do Not show with Empty Data Fields

How can I get a bottom border to show up on the report when the data field is empty? I want to see a blank line for blank data fields on the report.

Any helpful suggestions? I chose not to draw lines so that I could avoid the hassle of lining them up across the report since I could not get them to snap into the Guidelines.

Try creating a formula field that says
if {field} = ' ' then '________' else {field}

Or you could just have a formula field that you can put over the top of the field and have it print the line if the field is equal to blank.
