i am designing a web page but i dont know html very well, how is the border achieved such as this one, at the top left there is a blue border that goes across the top and down the left. this border also has banners on top of it as well as links so it cannot be a picture unless there is a way to lay them on top? thx in advance [thumbsup2]

This particular page? As in tek-tips? It's done as a table with different background images in various cells. The links are just normal links inside the table cells.

This is only one of many ways to layer text over the top of images.

u say layer, what is layer, i am asking as i have heard it mentioned. is this a method of putting an image/text over another image/text.

Well, my dictionary defines a 'layer' as:
[ul][li]A single thickness of a material covering a surface or forming an overlying part or segment: a layer of dust on the windowsill; a cake with four layers.[/li]
[li]A usually horizontal deposit or expanse; a stratum: layers of sedimentary rock; a layer of warm air.[/li]
[li]A depth or level: a poem with several layers of meaning.[/li]
And goes on to say that when used as a verb 'layer' means:
[ul][li]To divide or form into layers: layered gravel and charcoal to make a filter.[/li][/ul]

In a web design sense the term means to overlay one object on top of another. If there were an imaginary third dimension to a web page, to place one object in front of another. There are a number of different ways of doing this. The one that tek-tips uses is to set an image as the background of a table, the text and links and other images inside the table appear in front of the image, giving a layered appearance.
