As far as I can tell, no, there is really no way to do that. Unless you have an EPROM BIOS and can reprogram it...

that doesn't have anything with bios, it the sequence, where windows logo is being displayed, on a white background, in 640x480x60Hz res.

The BIOS has basic default information that is used for this kind of setting, because as Windows is being loaded, it is not yet in place; it hasn't identified the graphics capabilities of whatever card may be available, nor is it able to poll any user options.
