bootable system floppy disk

I am trying to update my BIOS and instructions tells me to create a bootable system floppy disk by typing [FORMAT A:/S] from the DOS prompt. How do I do that? When I try to do it in command prompt it says "invalid parameter"

1)Pop in a blank floppy.
2)Open up "My Computer"
3)Right click on the "A" drive and slide down to the format option.
4)Check off the box that says "Create an MD DOS startup disk"
5)Click ok and let it do it's thing.
