Try the Oracle Docs first..
then any books by Kevin Loney on PlSql programming would be good starting points - also, Tom Kyte's 'Expert One on One:Oracle' is excellent ( as are his other Oracle books).

- I've always found the Oracle doc's very "dry" and not very helpful
- just a style I suppose that doesn't suit me Cheers,
