Blocking security policy to OU

Is it possible to block the domain password policy from effecting an OU? I'm implementing strong passwords for the domain and don't want it to effect certain users.
 
create a policy for the ou in which the users you don't want effected by the password policy, in the options for the policy set it up the way you want then select no-inheritance.

Or try block inheritance from the properties page.

Can't remember too well but i'm sure there's issues with setting up password policies anywhere else but at the domain level, wouldn't hurt to give the above a try though.
 

Only password polices set at the domain level will apply. Any attempt to set another password policy at a lower OU will be ignored and will log an error. This is because domains act as a security boundary.
