Blocking of calls with Switch

Can the S8700 CM 3.0 with PRI block a specific phone number from coming into the switch and if so how do you program that.
 
The easiest way would be to create vectors which will look for that particular ANI. I can then send them to never never land (phantom extension)or to a recording.

I would not even struggle with a VDN. Don't know which version of Avaya you have but I would on CM 2 or 3 just use the change incoming digit treatment for the specific trunk and anter the expected number in there the strip all digits and route it to a non existing extension. This will give the caller a " number does not exist" message.
