Has anyone got a process to stop an outgoing call on a Mitel 3300 PBX as we have got a scam being run where someone is pretending to be from a bank and then asking people to call an 0844 xxx xxx number which is then charged at premium rate?

ARS Digits Dialed. If you want to block any call to an 0844... number, then you'd enter a line sending 0844 + however many trailing digits you need for your area, and send that to a route that is not pointing to a valid trunk (like 1200, for example). If you don't have an existing route set up, look in ARS Routes for an available one, set it to a trunk group that doesn't exist (say, 99), and set the COR Group for one that includes COR classes 1-64 (I normally set up COR Group 64 specifically for this purpose). However, if you are set up to dial a leading digit for an outbound call (like 9, for example), you have to include that in your ARS Digits Dialed entry, so if you're set up to dial 9 first, and your dialplan has 4 digits after 0844, your ARS Digits Dialed line would be 90844 + 4 digits.
