Blocking 411, 900, 976 and Operator Calls

Customer is racking up charges from ext. users who dial 411,900,976 and Operator Calls.

what is the best way to block or intercept these calls? Can an access code be used for authorized persons to bypass if these calls need to be made.
 
you need a filter that blocks those numbers and if you want to be able to overide them at will then you must set-up a COS (class of service)pswd to achieve that.
 
When you build the filter for restrictions, don't use 2 or 3. By default, 3 will effect system wide, and 2 is the default filter for normal mode.

Build your filter, then assign a COS code to use filter 2 (unrestricted).
