Block users from deleting icons? 2

Is there a way in 2000 to block a user who logs in to their profile as a Standard or Power User to block them from being able to remove a desktop icon or link to a site on the desktop?

I am having to go upstairs almost daily because the shortcut to a Patient Education website I put on their desktop was deleted by another worker who obviously has too much time to play.
 
Couldn't you put the shortcut into the all users desktop folder, that way it will show back up every time they log on. Just a thought.
 
If you're using NTFS, set permissions on that link to read/execute only for users & power users. Marc Creviere
 
Well that is exactly why I posted the question because I knew someone would have an idea like that which I can use.

Where would I set those permissions?
 
Right-click on the file, choose properties, go to the security tab (if it's not there, it's not NTFS). Uncheck the Allow inheritable permissions from parent to propagate to this object box, choose remove when prompted. Then click add, make sure Look in: says the machine name and choose users and power users from the list shown. The default permissions are read & execute.

Oh, and if you just put it in all users, power users can still delete it (for all users).
