Block streaming Video without blocking site

Have noticed lots of users streaming TV shows to their system, i.e. CBS Innertube, would like to just block the streaming capability as its gobbling up bandwidth for the rest for our corporate LAN. Anyone know of a way to block, sending out the threatening emails only works for so long and corporate just wants the capability blocked rather than having to block entire websites. Would prefer a method that i could employ via Group Policy but open to suggestions otherwise

Servers are W2K3 w/SP2 and workstations are XP Pro w/SP2

I would imagine you could just block the ports that are used by the site to stream the video.

Uses some type of flash player, not media player or real player, so i guess i'd have to sniff a connection to see what port its talking on.

WHy can't you just block any download for video files from the internet or change the permissions. Where IE will not interface unless you have permission.
 
i've blocked the port it uses by default, then it switches to 80 if that doesnt work automatically. they are not downloading the files, it streams via adobe flash player on the website
how would i block it or change its permissions, is there a group policy for adobe flash?
