Block an IP range

I need to know how to block a range of IP addresses on a Windows Server. For example; I do not want 254.253.x.x ip addresses to connect to ANYTHING on my windows server. How would I go about doing this in windows server?
 
The server is behind a basic router that does not support block IP ranges.
 
tried already....I doesn't block IP ranges, only ports.
