I have a range currently defined on only 1 MS DHCP server. I want to not only migrate off of that server and onto another one, but also superscope the existing range, which is heavily used. What is the best practice of superscoping an existing range that operates on one server currently, across two other DHCP servers without taking an outage of all clients to release the used IP's?

First you need to make sure that you really need to set-up a superscope. Here's a link that you can use to help make that determination:

This second link will provide you with all the information about DHCP that you need, including checklists, best practices, how to's, concepts, and even troubleshooting.

Good luck.
