BE v8.6 - Can Not redirect Mailbox Restore

I can restore mailboxes to their original location, but, the checkbox for REDIRECT is grayed out so I can't redirect a mail box restore to another mailbox.

The HELP indicates that this can be done, so, I'm guessing I have a setup or configuration problem.

Appreciate any tips or suggestions.

Under the REDIRECTION tab, all options under "Redirect Exchange sets" are greyed out.
