Does the user have write permissions to the dictionary?
Have you checked how the user is adding and making sure they are saving it properly?

Permissions are good. I was hoping not to walk across campus to verify if he is doing it correctly, but that looks like what I am going to have to do. I signed on as this user and added the agent group just fine. Just need to see if it remains. He is complaining it deletes itself or is not there the next day.
