BCM 4.0/restrict/allow

Is there a way to restrict a phone from any external calls unless they enter like an auth code?

Yes, by assigning a restriction filter to the set and programming a COS password that will have a less restrict filter that will overwrite the restricted one.
Hope my sentence make sense...english is not my primary language..
