Bandwidth throttle?

Hey Guys,

I am running a small network of 6 computers. The "server" box is a Windows 2000 box that has file and print sharing enabled on it to allow access to the printers in the office. It is also being used for internet access for ALL of the computers. We can't get ADSL, Cable, or line of sight access to the internet so we have to rely on satellite internet. The "server" Windows 2000 box is hooked up to the satelite connection and then internet connection sharing is enabled to allow everyone else to use the connection.

Now with that said there are some people whose needs are of higher priority and some who don't even really need the internet but abuse the priviledge of having it. What I was wondering is if there is a way to limit the amount of bandwidth a certain client or IP can use. Either using Windows 2000 or with a piece of software that can be run on Windows 2000. The idea being to limit the bandwidth to those who are abusing the internet to a very minimal amount and allocate the rest of the bandwidth to those who actually need it to do their jobs.

Any help would be appreciated.

I feel for you but natively there is no such provision to accomplish this.

Depending on the abuse, these suggestions might help:
