Bandwidth Management

We're starting to run an intensive online program. I want to allow certain users more bandwidth for that application than others that might just be surfing. Anyone know of a good rule to apply?

IF you use isa 2004 its imposible , if is isa 2000
are a separate configuration rules to use the banwith (bandwith rules)
