Bandwidth Management: T-1 and Cable Modem

We have a T-1, and Cable Modem (Moved to T-1 for Telephone). The idea was to use T-1 for Voice/Data...but downloads are a bit limited as compared to Cable. What device would I use to direct uploads to T-1, and Download to Cable? Thanks in advance!
