Bandwidth Limitor

I am trying to find out how to limit bandwidth to sites. I am hosting a video server and need to know how in windows server to set a restriction on bandwidth. For example: I only want Joe to be able to download 30GB of data every month. Is this possible? I already know how to set the max number of connection allowed to a site, but I need to know if their is an automated process that blocks a site after it has exceeded it bandwidth usage. If any one know how or a site that tells how to be able to do such a thing, that would be great.

BTW: using Windows Server 2003 Web Edition
 
You would need something that can read the IIS log files, and when the limit is reached change the folder that the web site is stored in to a temp location that has a page saying that the site is over it's limit. Just don't forget to have a script to change all the locked out sites at the end of the month.

where are the log files located? Never designed any scripting for windows servers. Do you have a web site or something I can do some more research?
 
By default the log files are in "C:\WINDOWS\system32\LogFiles".

I'm sure a google lookup will point to towards some materials.
