BadMail Growth

My badmail folder is getting over 1000 items per day (we have Exchange 2000 with just 4 accounts). Is that normal or could it be that someone is using it as some sort of a relay to send bogus emails? What are some other possibilities and how might I go about addressing this?

I had this problem, what we did was to write a script that automatically checks the badmail folder and when it gets too big, it deletes the contents.

Microsoft has since done the same this:
