I'm not sure because I have not tested this but perhaps the bodbjobs command with the -resume option can do this.
/usr/openv/netbackup/bin/admincmd/bpdbjobs -resume | -suspend |
-delete | -cancel | -restart job1,job2,...jobn
|type=jobtype|type=all [-M master_server] [-quiet]
-resume job1,job2,...jobn |type=jobtype|type=all
Resumes the jobs specified by job1,job2,...jobn, all eligible jobs indicated
by jobtype, or all eligible jobs if type=all is specified. Because the only
jobs that can be suspended at this time are restore jobs, specifying
type=restore has the same affect as specifying type=all.
Enter one of the following as jobtype. (The letters following the
capitalized letters are ignored):
REStore
BACkup
ARChive
DUPlicate
IMPort
LABel
VAUlt
