Backup Exec Not Overwriting Recyclable Media?

I am using v8.6 and am trying to backup to disk (hard drive), not to tapes. I thought I had all the setting right but I am seeing that the backups are not overwriting the overwrite protection expired media. I have the overwrite protection set to partial and have set to overwrite media in the job definitions. I have also selected "Overwrite recyclable media contained in the targeted media set before overwriting scratch media". My hard drive is now full of old backups that have expired 2 weeks ago and new backups cannot complete or start because the disk is full. What is going on here?
