Backup Domain Controller and DHCP Server

I have a network with one PDC and one BDC. Wins DNS and DHCP servers are installed on the On the PDC and BDC. Recently I added another BDC to facilitate some remote users who had lost connection to the network. How can I configure the network to ensure that the DHCP server on the second BDC issues IP Address only when the first and second DHCP servers are unavailable
 
If you have multiple dhcp servers, segment the ips for the servers.

For example:

server1: ip range 10.1.1.50 to 10.1.1.100
server2: ip range 10.1.1.101 to 10.1.1.200
server3: ip range 10.1.1.201 to 10.1.1.254

This way, whichever server runs out of ip, or down, the next server will continue issuing ip.
 
They are configured just like that.

I think the last server is configured as the Primary DHCP Server. When I execute the ipconfig /all command. It appear in the list as the DHCP server. How can I change this to the server1, IP Address 10.7.0.1
