Use effects, Distort and choose one of the distortions like swirl or wind.
You may have to apply it a couple of times to get what you want.
There are also plug-ins avaialable that will make fractals -- do a google search on PSP plug-ins (although many of the PS plug ins work in PSP)

You can also use the "Gradient Fill" to get a similar effect. If you don't find the color you want, just go to "Colors-Adjust-Hue Saturation Lightness" and check Colorize" and you can move the sliders around to get different colors.
