Background for all users 1

Is there a way to set a background for all users desktops, including the ones already configured on the computer? Asking for both xp and 2000. Thanks.

Will have to read some of those. It just might work. I'm looking for a way to set the background when I need to get the user to follow instructions. (as the stick part of carrot-stick)
