I have a mics 4.1 that has 14 b-channels provisioned and idle but channels 15 to 23 go idle when they should be near end disabled. the channel 15 to 23 stay deprovisioned but for some reason they go back to idle in the link portion in maintenance and the user goes to dial out but gets no free lines. any ideas why?

Did you disable the unused channels in Link Status?
You have to deprovision and disable all unused channels on a fractional PRI or T1.
