Avaya Partner Issue with Twinning-Like Symptom

New to the forum, but I searched as best I can for an answer, but to no avail.

We have a partner system that was installed about 6 years ago, but the installer is no longer in business

Here's the issue:
Whenever a call comes in on our 4th phone line it rings in the office (as it should) and also the owner's cell phone (which it shouldn't).
If you try to pick up the line using the office phones, it is nothing but a dial tone and shows you on Line 4, but it CAN be picked up by the cell phone.

Any idea what this is?

Only thing that we've implemented recently is Call Forwarding (Feature 11) whenever someone in the office is out.

I'm guessing someone input a feature code incorrectly and now this is happening, but I can't figure out how to turn it off.

You can dial OUT on the phones using line 4, and in fact is the default order 4,3,2,1, but all calls IN on Line 4 ring but can only be picked up by his cell.

Please let me know if you have any ideas.
We're a small sales agency, and with only 5 employees I get the "technical troubleshooting" job since I'm the youngest by 20 years.

Isolate the line from the system and retest, maybe a direct call forward on the line itself
 
Just a shotgun guess here but does line 4 have a strange sounding dial tone (like a stuttered dial tone). The Telco usually does this to indicate the line is forwarded. If you do hear this you can try the Telco service code to disable call forward. They usually use something like *73 or #73. ~ Mike

Like the earlier post indicated, you can unplug line 4 from the system and then call it. If the cell phone still rings then you know it is not the Partner system. ~ Mike

For some reason our phone provider was forwarding... and couldn't tell me why it was done.
