Avaya One-x Mobile Issues

You guys helped me out with the download for the android version of avaya one-x mobile and now I need some help with some of the features. cannot enable active call monitoring, so I can't receive any calls on the device. The same is happening on the iphone version. I can make calls successfully but I cannot see incoming calls. I turned on twinning to test, made no difference. I followed the instructions in the one-x manual on how to configure mobile twinning but that didn't seem to work either. When I attempt to modify the profiles in the one-x portal to enable mobile twinning I get

The voicemail server is currently unavailable. Check your voicemail configuration settings match when it becomes available.

I've made sure the user has V<Extension> in the source numbers tab, restarted one-x and then the voicemail server but still no incoming call monitoring.
