Avaya IP Office Softphone - Several User Presence Stuck as On The Phone

Presence has actually been working rather well on our IP Office, but there are currently 3 users that always show as "On the phone". The second portion of presence can and will be updated automatically (available to idle for example). The second portion can also be set manually with the softphone.

I have went through the users and as far as I can tell we are setup the same as everyone else. The 3 users are the 2 VPs and me. One has mobile twinning enabled, one has some mobility features, and I don't have mobility enabled. Not really any other differences between us and any of the other users.

As far as differences on the computer, there are probably many, but nothing that jumps out. I am an admin on my computer and I know one of the VPs is too. There are many users that are/aren't an admin and both configurations have presence working.

I am at the end of my ability to troubleshoot this and I hope someone can help me out! Thanks.
