Avaya IP Office 500 Phones Keep Updating Firmware

We have an Avaya IP Office 500 phone system with 5210 and 5220 phones. After we upgraded to version 8.x we decided to update the firmware on the phones. The problem is now the phones update their firmware every time the phone system reboots. We have removed the code that forces the firmware upgrade from the NO_USER user and have run the script that is supposed to stop this process.

Is anyone else having this problem?

a few things

1) 52xx phones?
2) why is the switch reboot(ing/ed) so often its a problem. I think I have to reboot a single switch(from all the switches I support) about once a month.
3) leaving the source code in no user wouldnt have helped.
