I looked into the fix a little further and isolated the problem... if you create a reg file with the following content and run it, it should fix the problem. I am just going to add a little disclaimer because any time you mess around with the registry, ugly things can happen, so do this at your own risk.......

Lcoughdrop,
I like it.
While I was criticized earlier for suggesting Autoplay handler issues, I will try again:
. Use the Microsoft TweakUI to explicitly enable AutoPlay. This writes a registry change that may be missing or corrupt.
. Start, Run, gpedit.msc
The default policy for autoplay is a null entry in the registry. By enabling the Group Policy object you force a registry write that can help. Be sure to reboot for the changes to take effect.
In the Group Policy window, double-click Computer Configuration, double-click Administrative templates, double-click System, and then double-click Turn off autoplay.
In theTurn off autoplay dialog box, click Disabled, and then click OK.
Close all open windows and restart the computer.
3. Remove (I know it does not sound right) the special software that came with the camera. Reboot and connect the camera and test. Often the camera software has messed with the native WIA XP scanner and camera function.
