Is there a way to create an automatic timestamp on my PHP-based web site that says when it was last updated, even though it wasn't? Kind of like the one on the bottom of the home page.

There really is no point to do that. Microsoft actually updates their website very often so I am sure that time stamp is valid. If you put something like that on your website, even though it has not been updated it will be useless. Maybe it will show new visitors you update your website very often, but soon they will realize the truth!
