Is there a way to set up the attendant console so that the operator can set an incoming call to automatically redial until the line is free?
 
Call Queueing is available in Attendant Console now (I think you may have to have CallManager 4.0 or higher to use this feature).

This may work better for you instead of what you suggested. Basically, calls go into a queue and are rerouted to the first available operator.
