The auto call back in your systems translations is designed to work for internal calls. This feature is able to look at the station and determine when it hangs up and then places your call back to the station that had auto call back activated. I don’t believe that your switch will be able to look at another extension that is not on your system.
Some home Pansonic analog phones(that will usually work on a Definity, but Avaya says only to use Avaya phones) have a feature that they will continue to call a number every couple of minutes and hang up if they get a busy, then try again in another couple of minutes.
There is trunk cueing that will have the system call u when a trunk to the outside opens up, but nothing that offers exactly what u are looking for.
