Automatic Answer & Hold incoming calls

Is there anything that can be installed on a Norstar 824 that will just answer the calls and place them on hold? I know an ACD will do that but the lines will only be distributed to the Agents that are logged in. When a line is in the "Distribute" mode will not blink on any sets that have an appearance for that line.
Is that because the ACD uses Exclusive Hold?

Try a Interalia Interceptor, they are discontinued, but you may be able to find one somewhere.
