Create a new Exchange enabled user (let's call this user "AUTORESPOND" ).
Then on a client PC log in as AUTORESPOND and set up Outlook in the normal way with exchange support.
Open up Outlook and set up a rule that replies and ensure that this rule processes on the server.
Once the rule is set and enabled, then it will fire every time and email is received by this account (AUTORESPOND).
You can log off and the rule is set for ever until you change it - The rule is on the server, not the client and therefore doesn't require you to be logged on.
Word of warning - don't use the out of office response as this will only fire once for each email address and also says 'Out Of Office Response' which really doesn't look too good!
This user account (AUTORESPOND) could also be hidden from the adress list otherwise all users will see it in the global address list which may not be suitable.
The only downside, is that emails coming in start to build up in the mailbox of AUTORESPOND, thus the mailbox size slowly gets bigger and bigger without occasional routine maintenance (by logging in as AUTORESPOND and emptying the Inbox).
Hope this helps

p.s. I used to have this set up at my office until 3 months ago so I know it works OK!
