On IPoffice with digital phones, how do you set what line or intercom key is selected when you go off-hook?

It can be done with a short code, use "1 and Any" and Line group

Short Code 1N, Feature Dial, Tel # N, Line group ID 0

lol

redhammer, you are talkiing about key system working which is the "old" way of doing things. The IP Office isn't a key system and is not good at pretending to be one, you should just let the system pick form a pool of lines and just target the handset you want to ring with incoming call route, if you need to always dial out a certain line first then use ARS to do this or as a last resort shortcodes and prefixes or line appearence keys. :-)
