Authorative vs other dns servers 1

I'm not sure if I just haven't read enough on this but what is keeping a person from hosting their own webserver/dns server via Windows 2000 server and having people configure their client machines to point to my server by entering my server in their dns settings? You can do this over a LAN but how about over the internet?
 
As long as you have the ports open, you can do this.

Do you know ports those are and where to open them? I tested everything from the server and able to host the two sites but still unable to from a remote client after putting in the dns settings.
 
TCP and UDP ports 53 for DNS and port 80 for web. Open them up on your firewall/router and/or relay all requests to this port from the outside to your server.
