Attachment Size Vastly Increases on IMC - SP4

Has anyone else experienced a problem where an IMC upgraded to SP4 now increases the size of ANY attachment by 30-40% which means that the inflated size can be above the IMC size limit?

Our IMC has a limit of 10MB for attachments, but a 7MB gets blown up to over the 10MB limit when it hits the IMC.

This problem did not happen prior to the upgrade to SP4.
