I have a quntum 10GB 7200 RPM drive-- it seems to be not much faster than my old 5400 RPM ATA 33. How can I check to be sure that the drive is actually operating in ATA-66 mode? Is there a diagnostic?

About 3 pages down (dated 11/29) is a post that should help.

it just might be that your harddrive can go that fast, but other parts of your system might be a bottleneck, making it not able to move any faster (for example Rams+CPU could cause it, or Ultra DMA being turned off)

Also, you have to have the correct cable, a high-density (80 pin) IDE cable to support ATA 66 or higher...Even if all other components are available and configured properly.

Standard IDE cables are 40 pins.
